The service prepares the document on the person’s own device. The name, address, circumstances, and finished file stay with that person. The service does not receive them and does not keep them. This is the same for Russia and for every other country: there is no separate store of questionnaires in either place.

Payment goes through a payment company. The service does not see the card number, its expiry date, or the secret code. The seller keeps only what accounting and tax law require about the payment itself: that a payment was made and for what amount. That record does not contain the text of the document and is not used to restore the document.

The service does not ask for a passport, someone else’s tax number, a banking password, or confirmation codes. It does not record what the person does on the page. It does not pass the text of the document to a translator, to the payment company, or to anyone else.

While the document does not reach the service, there is nothing to send across a border. The rules of Europe, the United Kingdom, Brazil, and China on sending information abroad concern the data an organisation actually receives. They do not apply to text that stayed on the device.

If the service offers payment to a person in one of those countries, that person is told, in their language, only the truth of this model. Who the seller is. That the text of the document stays with them. That what leaves is the payment, and a payment company handles it. Which payment details the seller must keep under the law of the seller’s country, and for how long. Where to write with a question about data. A translation of an old text about storing questionnaires is not used here: that storage does not exist.

There is no complete anonymity. The fact of payment itself shows that the person paid for a service. That is not a copy of the document.

The person’s rights concern the information the service actually has, that is, the trace of the payment. The service cannot delete or hand over the text of the document, because it does not have that text. The person deletes it on their own device.
